This is in my pvp town, Flexcity. Hannah_pals towered up to my house, didn't kill anyone or even do anything worth breaking the rules to get up, and then left the tower over(irl)night. In the screenshot you can see the waterfall to the left, an easy way she could have gotten up.

 

i do. there's the waterfall next to it though.
and at least she could have taken it down.
