/setfor command help!!

I know command blocks are disabled on the servers, but I just can't seem to figure out how the command works!!!

they work like we do for example /tell TheTechGeek hai can be programmed into a command block so that whenever its powered it tells me hai it would work great for warning systems in your house some one comes in and steps on a plate then the redstone charge would make the command block tell me hai

 

But command blocks are disabled

I can't find anything on /setfor. Where did you hear about it? I found /testfor and /setblock but not /setfor?
