So I was thinking about towns 'n such, and I was kinda drifting when I thought about Dwarves VS. Zombies. That kinda led to thinking about how the items and stuff works, and long story short, I thought up an idea for towns. If there was a pluggin that could make it so your town had to meet a quota of certain items, per however large your town is. So like, At your first town "level" you and your town mates have to pony up 5 stacks of leather, 10 stacks of coal, or something that would take enough effort that it would take more than 10 minutes to get, but not so much that it takes up ALL of the time. Eventually, you would get to a level at which you would have to get a few diamonds and gold along with your cooked food, coal, leather, iron, etc. This would cover for the town upkeep part of the town, and the mayor could regulate how much each member has to contribute, which would be like taxes, but far more relaxed. Feel free to pick this apart, its just an on-the-fly idea I had.
Its more like, it would replace the tax system. As it is, you can just (as a player or a town) just put a TON of money in and never have to tend to the town, unless you wanted to improve it. I put this together under the impression that we would sometime in the future use world guard to create towns, which doesn't have taxes. Its also supposed to bring the town together with a common goal. Money would still be used for everything else
