Did you talk to the people who were doing the rule-breaking? What did they say?:
yes, first when kuribo accused him he said he didn't do it. Then when I pm'd him he said he died and lost the items. He then tried to give other items to compensate for the stolen items, but kuribo want's his items back.

Do you think they should be given a punishment for this?:
Yes.

I think Manglor was on and then there were a few restarts and someone was on the console.

Have they broke a rule(s) before? Which ones?:
Not that I am aware of.

I left him at kuribo's home, which I had kuribo re-invite him to so he could put the items back in the chests, however, he did not. Kuribo had to go and I do not think he uninvited him. He could be looting more right now I do not know.

 

He did steal again.
