also the coordinates were 1073.6834, 73.0000, -458.3116, it was inside a hill

 

Im confused. If they were blocked, how did you get to them? People are allowed to hide chests in areas where others can break blocks to find them. The only rule regarding this is that they cannot be hidden in towns or VIP areas where others cant break blocks. If you got in to the area where their chests are, then there is obviously no rule-breaking going on

Just in case this was in FC, (idk if he left or not) we have outsider build/destroy on, so that's no big deal.

 

what about if the chests are in a protected area but there is a door with a combination lock?
