It was originally changed to create a more democratic feeling. Then to see who actually wanted the position. After many attempts by people who are good players, but not cut out for mod (at least yet) it has become better for staff to pick players and see if they want it.
You're thinking of American Politics. On a smaller scale, democracy works quite well; and is also generally better than the alternatives.
